The Operations-First Framework: Why Running the Service Beats Building the Monument
Victoria's transport infrastructure strategy is backwards. We build monuments first and ask about operations later. Here's a framework to fix that.
Infrastructure Without Operations
Victoria’s Big Build has prioritised large, long-term capital projects — Metro Tunnel ($13B), Level Crossing Removal Program ($15B+), West Gate Tunnel ($6.7B) — while systematically underfunding the core operational services that make infrastructure useful.
This creates what I call “Infrastructure Without Operations” syndrome: gleaming new stations with car parks that fill by 7 AM, state-of-the-art trains that run every 20–40 minutes off-peak, and billion-dollar tunnels feeding into bus networks that don’t exist.
A train is only as useful as its frequency and reliability. A $3 billion rail extension that runs every 40 minutes delivers less mobility value than a $50 million bus network running every 10 minutes.
The Operations-First Mandate
The Operations-First Framework requires that all capital expenditure must first secure the operational resources necessary to run high-frequency services immediately upon opening. This means:
- No ribbon-cutting without service commitment: Infrastructure opening day must coincide with full-frequency service launch
- Lifecycle budgeting: Operating budgets locked in for minimum 10 years, indexed to inflation and population growth
- Performance bonds: Contractors deliver operations-ready assets, not just construction-complete infrastructure
- Staff recruitment begins with design: Driver training, maintenance crew hiring, and operational planning start in parallel with construction, not after
The Assessment Framework
All proposed transport projects must pass a seven-question assessment filter:

Projects that pass all seven get built. Projects that fail get redesigned or rejected. No more monuments without operations.
